Major League Baseball announced Monday that it is starting a new development and draft-based league. Plans include a hub of teams from Pennsylvania, Ohio, West Virginia and New Jersey running from late May through mid-August. Pennsylvania locations could include State College and Williamsport. Some of the locations would have been in jeopardy of losing teams due to minor league contraction.
