The bipartisan bill is supported in part by Republican Pennsylvania Senator Pat Toomey; who has worked to enact background checks before.
The bill aims to help states enforce existing laws against people who attempt to illegally purchase firearms by lying on their background checks.
Kelly, meanwhile, says that this bill is another attempt to restrict the second amendment. He also argues that this is more federal overreach that would ban private sales between citizens.
