A recent study of Pennsylvania’s tax system called it the fourth most regressive in the country.
The Institute on Taxation and Economic Policy said that Pennsylvania’s flat tax rate of 3.07 percent taxes the poorest 20 percent of Pennsylvanians an average of 15 percent of their income compared to the top 1 percent, who pay just 6 percent.
The reason for this is income taxes being levied against wages while capital gains are not taxed.
