A local lawmaker is introducing legislation he believes will protect children from registered sex offenders.
Representative Aaron Bernstine has put forward a bill that would prohibit registered sex offenders from gaining parental rights through surrogacy agreements as well as require background checks and child abuse clearances for all parents to be before a pre-birth parentage order is issued.
This legislation is inspired by the viral online story about a registered sex offender in Pennsylvania who was able to bypass laws that would have disqualified him from adoption by becoming a legal parent through a surrogate.
Bernstine called the proposal “about basic human decency and common sense.”
