The proposal would impact places that fall under state guidance—like municipalities, counties, school districts, or universities that receive state funding, like Slippery Rock.
However, private businesses and organizations would be exempt from the bill.
The law would also limit the Secretary of Health’s powers during a contagious pandemic.
